Tippy had a crude procedure performed on him which was severely infected so he was discarded on a busy highway and had to watch his owner drive away after kicking him out into traffic. Rescued by a concerned citizen who witnessed it, we immediately took him to the vet where he was treated, stitched up and is now recovering.
